Standards for cleaning entrances. Cleaning of entrances by the management organization. Where and how to write a claim

The entrance, as well as the staircase, is not just an extension of your apartment in a multi-storey building, it is, one might say, its hallway. In some houses, this hallway is spacious, comfortable and clean, while other houses, on the contrary, cannot boast of this. Cleaning of staircases, as well as repair work, falls into the category of housing and communal services. This means that if the staircase creaks in your multi-storey building, it is not the residents who should decide what to do, but legal entity, or the company that is responsible for maintaining the home.

Cleaning stairwells: documentation defining frequency

The timing, frequency, and requirements for cleaning staircases in an apartment building are regulated by the state standard Russian Federation, the content of which includes information about technical and operational conditions. This is GOST 51617-2000 under the name “Housing public utilities. General technical conditions".

Through this documentation, you can find out that you do not have to clean the staircases in an apartment building yourself, or hire a cleaner. This should be carried out by the housing and communal services, or homeowners association.

This document provides detailed information about:

  • the frequency with which a cleaner hired by the housing and communal services or HOA should sweep your entrance, as well as staircases;
  • when to wash flights of stairs;
  • frequency with which cleaning should be carried out apartment buildings on sites located in front of the garbage chute;
  • when and how it is recommended to clean the elevator room, as well as take care of the elevator doors from the outside;
  • when and how exactly it is necessary to wash and wipe the window sills in the entrances of apartment buildings, wash the windows on the staircases, as well as the lamps.

Cleaning of entrances and staircases as a housing service

Surely every apartment owner wants the entrance and staircase to be neat and tidy. And for this it is not at all necessary to carry out the cleaning yourself - there are government bodies Housing and communal services. The frequency is determined by a specialized document. And every tenant has the right to demand cleanliness - you pay monthly utility bills, including payments for housing services. This amount takes up approximately one third of the total utility bills, therefore, you have the right to ensure that the cleaning is carried out efficiently and properly.

The frequency, as well as the thoroughness of washing staircases and entrances, as mentioned above, is indicated in the rules of state standards. Information about what equipment and what detergents should be used - depending on what type of staircase the staircase is. The frequency of work, as well as their characteristics and the conditions in which they will be carried out, will also depend on the presence of a garbage chute, elevator and other objects at the entrance.

What to do if your entryway is not cleaned properly?

Very often you can hear from residents of apartment buildings that the entrances are poorly and rarely cleaned, which is why dirt or dust remains on the stairs, depending on the time of year. It is worth noting that these statements arise for a reason - if you look at the condition of most modern entrances. In them you can see not only dirt, but also cobwebs, as well as garbage and walls covered with markers. Despite the fact that the majority modern people They have long been accustomed to this state of affairs and do not pay attention to the dirt; some are still ready to defend their rights.

How exactly to do this? How to change the current state of affairs? Many people think that it is enough to come to a meeting of residents and make an indignant speech there. This is not entirely true: as mentioned above, when you pay for utilities, you also pay a fee for cleaning the entrance. Therefore, if your entrance is not cleaned at all or is cleaned poorly, you should seek help from the housing and communal services, or the management company to which your house is assigned. Here you can get detailed advice on all your questions. Representatives of the organization will also provide you with qualified assistance.

Most often, the issue of cleaning an entrance or stairwell is resolved by writing an application. In such a statement you will state the main claim, as well as your requirements. It is worth noting that this application is written in free form and you can also obtain information on how to write it from representatives of the management company or housing and communal services.

You can go to the management company for help yourself, or you can entrust this to the person in charge. It is he who will most effectively be able to influence the cleaning lady assigned to your entrance not only to occasionally appear at her workplace, but also to do the job properly. You and each of the residents of your building have the power to change the situation for the better. The main thing is to know what to demand.

The procedure is based specifically on the documentation provided. Dirt in an apartment is always unpleasant, and that’s why we try to clean the house at least once a week. The entrance to a high-rise building is also a place where we often visit, and all the impurities that accumulate in the room over many days end up in the apartment along with our shoes. This state of affairs not only causes negative emotions, but can also become a real threat to the health of residents.

Today, the organization of cleaning entrances in an apartment building is regulated by 2019 standards and is the direct responsibility of the responsible body involved in maintaining the residential complex. This provision is fixed in Art. 36 Housing Code of the Russian Federation and for lately hasn't changed. In our article we will talk about what standards are established regarding the maintenance of stairwells in apartment buildings and how often the common area of the house should be cleaned.

According to the law, a cleaner should not be hired for each entrance of a high-rise building. The responsible person can perform maintenance of several objects at once - from 3 to 10. If the management company or other authorized body does not provide such a service, it means that it violates the provisions of the current legislation, as well as established standards. According to the provisions of the Decree of the State Construction Committee of the Russian Federation No. 17 dated September 27, 2003, staircases are required to be cleaned by employees of the management company. It is allowed to enter into agreements with specialized companies.

The new document regulating the organization and conduct of such a procedure was PP No. 290 dated 04/03/2013, which stated that cleaning should be carried out by appointed persons on the basis of official documentation and with the formation of a work schedule.

What rules for performing the necessary work are in force today?

Section 36 of the Housing Code of the Russian Federation indicates which property is common property and is for the use of apartment building residents. Based on this, the management company is obliged to organize all necessary actions to maintain the property in in good condition. If we talk specifically about the types of cleaning, then wet cleaning is mandatory for areas of the residential complex:

  • corridors and vestibules;
  • window sills, window grilles;
  • elevators;
  • electrical panel doors;
  • boxes for mail correspondence;
  • stairs and platforms.

According to these provisions, the money donated by citizens for the maintenance of the premises should be partially spent on ensuring cleanliness in the house.

How often should premises be cleaned according to GOST?

It should be noted that according to the technical conditions of GOST 51617-2000 on housing and communal services, the cleaner must carry out not only all mandatory work, but also do this with a certain frequency. In this case we are talking about the following regulations:

Types of cleaning workFrequency
Sweep staircases and landings on the first floors of apartment buildings.Every day, except Sundays and holidays.
Perform similar actions starting from the third floor, if the building does not have a garbage chute and elevator and if such equipment is available.At least 2 times a week, if there is only a garbage disposal and if there is no equipment. Once a week is enough, when there is an elevator.
Wet cleaning near the garbage loading valve.Daily.
Washing stairs and landingsUp to 2 times every 30 days, and if there is an elevator and a garbage chute - 1 time per month.
Elevator floor cleaning.6 times a week, except Sundays and holidays.
Wet cleaning in the elevator.2 times a month.
Wet treatment of windows, grilles, stairs to the attic, electricity meter cabinets, mailboxes, as well as sweeping away dust from the ceiling. Washing batteries and risers.At least 2 times a year.
Cleaning the grate, pit and area in front of the entrancePerformed once a week.

The listed standards and requirements must be strictly observed by responsible persons, otherwise this will lead to a violation of the rights of citizens, and possibly to legal proceedings.

Who is responsible for the cleanliness of common property?

At the beginning of the article, it was already noted that all responsibility for organizing the cleaning of entrances in accordance with current standards falls on the company that maintains the premises. At the same time, there are some subtleties here. There are a number of engineering and communication units that are prohibited from being touched, much less washed, by people who do not have a certain level of clearance. In particular, we are talking about electrical networks or other systems.

The management company is obliged to organize dry and wet cleaning those premises that are not associated with the provision of certain energy resources. Based on this, cleaning should concern only the organization and conduct of the above events.

Not everyone agrees to tolerate this state of affairs and often turns to the management of the management company to resolve the situation. In addition to oral appeal, residents of the building have the right to draw up and submit a written collective complaint regarding constant dirt in the entrances of the building. In turn, representatives of the management company must take action and correct the situation.

Sometimes difficulties arise with the cleaner hired to do the job. It happens that an employee works carelessly or performs her duties in violation of the schedule. Here you should also file a complaint with the Criminal Code.

If no action has been taken by the organization, then it is necessary to submit an application to the Prosecutor's Office and Rospotrebnadzor. Such appeals are considered within a month, after which the citizen receives a written response.

Conclusion

Cleaning the entrance is a very important event, which is often ignored by the management company. Every tenant has the right to file a complaint with regulatory authorities and hold the management company accountable. To do this you need to have general idea about the standards in force in 2019.

Cleanliness is the key to health. Everyone knows about this adequate person. Everyone is responsible for the order within the walls of their own apartment - those who want to live comfortably clean almost every day. Cleaning entrances is another matter. By Article 36 of the Housing Code This territory is a common area, which means that the responsibility for it (including maintenance in proper order) lies with the housing and communal services management company (MC) that manages the apartment building.

Consequently, residents of apartment buildings should not and are not obliged to clean their entrance. But what to do if in practice it turns out differently - the housing and communal services management company is in no hurry to maintain the entrance, and the residents take turns putting things in order? You will have to figure it out, write complaints, and defend your legal rights in every possible way. It's not as difficult as it might seem at first glance.

Cleaning legislation

There is no law that every front door must have its own entrance cleaner. The same entrance cleaner can service 3, 5 or even 10 areas at the same time. But if there is no such specialist at all, then there is a direct violation of legal norms.

The fact that the cleaning of staircases must be carried out by employees of the management company or the contractor with whom the agreement is concluded is reflected in the legal provisions. Namely:

  • “rules and standards for the technical operation of housing stock” No. 170, approved by the Resolution State system countries from September 27, 2003;
  • Decree of the Government of Russia No. 290 of April 3, 2013;
  • GOST of Russia 51617-2000 “Housing and communal services and services. General conditions."

These documents clearly state: who, where and how should clean when it comes to maintaining cleanliness in the entrances. In fact, the entrance cleaner must be guided by these very requirements when carrying out her professional duties.

If residents in residential buildings If they are sure that the entrance cleaner cannot cope with the tasks assigned to her, grossly violates the laws on the maintenance of entrances, or does not show up at her workplace at all, they have the right to complain about her to her immediate supervisor - the head of a specific housing and communal services management company. Action will be taken against a negligent employee. If the entrance cleaner continues to be equally negligent in her profession, she will simply be fired.

Cleaning schedule

Naturally, the cleaner at the entrance cannot wash the floors around the clock several times a day. There are strictly defined standards that she must comply with. In particular, the cleaning schedule is as follows:

  • sweep the floors every day with a wet broom apartment building on the first and second floors, including the elevator room and garbage chute area;
  • 2 times a week, sweep the floors on all flights of stairs with a wet broom, along with the elevator and the garbage chute platform;
  • wipe the area in front of the garbage disposal every day;
  • Wash the entire front door with a wet cloth 2 times a month;
  • Wipe the walls, ceiling and lampshades in the elevator room 2 times a month;
  • wash the floor in the elevator cabin every day;
  • Clean the windows once a year;
  • Once a week, clean the entrance to the entrance, clean the grille, etc.;
  • Once a year, clean the entrance doors, lampshades, and electrical panels;
  • Wash radiators and railings 2 times a year.

It turns out that cleaning in the entrance is carried out according to the standards, even if the floors in the front door are not washed every day. In this case, the entrance cleaner does not break the law, but acts strictly according to the instructions.

Before sounding the alarm and starting proceedings, it is best to familiarize yourself with the cleaning schedule. If the above rules are followed, then cleaning standards are met, which means there are no violations. But it is important not only how often the apartment building is polished, but also the quality of cleaning of the entrance.

Cleaning quality

Everyone has their own concept of cleanliness. The sample for cleaning entrances cannot be uniform, if only because all front doors are located in different condition: new apartment buildings “boast” of fresh renovations, old “Stalin” buildings are tired of the “dust of times”.

How to make sure that the procedure was completed at the proper level? After the cleaner finishes her work, pay attention to the condition of the landings and floors:

  • are there any traces of garbage, cigarette butts, packets of chips, beer cans (according to statistics, this type of garbage is most often found in front doors);
  • are there any large clots of dust, puddles on the floor, lumps of dirt;
  • Is there a smell of spoiled garbage?

Drawings on the walls

Home-grown artists who choose walls as an easel can be found in many homes. As stated in the law, the frequency of cleaning entrances and staircases, which includes washing walls, is once every 15 days. It’s not difficult to calculate how many times a month the walls should be scrubbed – only two.

But sometimes a utility specialist is simply unable to cope with such inscriptions. Often they are not removed by standard means household chemicals, which the employee carries with him for cleaning staircases. Residents can only wait for scheduled repairs and drive away the pests themselves.

Where and how to write a complaint

If citizens know exactly how often they have to spruce up their entrances by law, but in practice these requirements are not met, SANPIN not complied with, residents of an apartment building have the right. You should proceed as follows:

  • first, the complaint is filed in the name of the head of the housing and communal services management company, in which the essence of the complaint is described in free form and asked to understand the situation;
  • if the letter remains unanswered, then the next authority is Rospotrebnadzor;
  • if ignored, you must contact the Housing Inspectorate of the city or district;
  • if this doesn’t help, go straight to the Prosecutor’s Office.

In the complaint (can be made in any form) it is important to indicate that the residents of the house do not like the way the management company employee cleans their house. Describe what is included in the concept of “dislike.”

All citizens should understand that the utility fee already includes expenses and a tariff for polishing. This is the work of professionals already paid for by the residents of the apartment building. And, like any job, this one must be done, if not perfectly, then at least well.

You can also draw up a kind of agreement with the management company. It prescribes how stairwells should be cleaned with the participation of residents. In that case Management company may reduce or eliminate fees for cleaning stairwells. But this fact is written down on paper, otherwise it is considered insignificant.

But when cleaning dirty entrances becomes a duty for residents of WNM, then this is a direct violation of the law. Cleaning of residential apartment buildings by the owners of apartments in them is not the norm. It is important to understand that cleaning the dirty entrances of apartment buildings lies on the shoulders of the management company; the company can be punished for failure to comply with this responsibility.

In conclusion

Today in the country there are strict standards for cleaning house entrances. They are described in legislative acts: “Rules and Standards for Technical Operation of Housing Funds” No. 170; Resolution of the Russian Parliament No. 290; State GOST 51617-2000.

It clearly states who should clean the dirty entrance, how often and in what form this happens. Separately, you should touch upon the garbage chute in an apartment building - cleaning it is mandatory. It is held every day.

How well a multi-storey building is cleaned can be appreciated by its residents. They have the right to choose their own entrance inspector for sanitary and hygienic control of stairs and other areas of the front door.

But don’t put all the responsibility for the entrance onto the cleaners. If residents do not maintain order, they create a mess in garbage collection chambers and deliberately damage appearance entrance, then you shouldn’t expect a miracle.
